Macedonia’s election breached international standards and a decision on the legitimacy of the vote can be made only after voting is repeated in Albanian areas where violence occurred, a leading election monitoring group said Monday.The conservative prime minister, Nikola Gruevski, overwhelmingly won the election Sunday in a vote seen as a test of the country’s preparedness for joining the European Union and NATO. But rather than proving its Western credentials, the elections were overshadowed by infighting between rival ethnic Albanian parties in which one person was killed and several were wounded.
