Russia said Wednesday it is tightening ties with two breakaway regions in neighboring Georgia, drawing an angry response from the former Soviet republic charging that Russia hopes to annex the areas. Russia’s Foreign Ministry said President Vladimir Putin ordered the government to increase cooperation with the separatist authorities in Abkhazia and South Ossetia, which broke away from central government control in wars in the early 1990s.
