Secretary of State Condoleezza Rice, tiptoeing through a minefield of intra-European squabbling, urged NATO allies on Thursday to step up troop contributions and other efforts to help defeat the Taliban in Afghanistan. Rice spent a day at NATO headquarters holding talks on everything from Greece’s refusal to let the former Yugoslav republic of Macedonia have full membership to whether letting Georgia and Ukraine join is a good idea in light of Russia’s opposition.
