Defense Secretary Robert Gates pressed pacifist Japan Thursday to play a more significant role in international security befitting its status “as one of the greatest and wealthiest democracies.” He said that Japan could take on peacekeeping, reconstruction and humanitarian missions without violating limits on offensive military actions that are part of the constitution imposed by United States occupation forces after the end of World War II.
