Envoys from the United States, the European Union and Russia launched a fresh effort Thursday to resolve the status of the disputed province of Kosovo, meeting in London to lay the groundwork for future negotiations. The three representatives of the so-called “troika” are trying to break the deadlock over Kosovo, whose leaders wants full independence.
