A cleric allegedly holding women and children hostage at an Islamabad mosque has dropped demands for safe passage and proposed that he be kept under house arrest, a minister said late Monday. The 43-year-old Abdul Rashid Ghazi made the proposal in telephone negotiations with a delegation of religious scholars and ministers that spoke to him from a point close to the Red Mosque until late into the night.
