The UN watchdog International Atomic Energy Agency is expected to approve Monday spending 3.9 million euros (5.3 million dollars) to monitor North Korea’s first steps in dismantling its nuclear weapons programme. “There is no trouble ahead, everybody is happy,” a European diplomat said about the IAEA’s 35-nation board of governors deciding on North Korea in a special one-day session at the agency’s headquarters in Vienna.
