European Union countries wishing to proceed with deeper integration must be allowed to do so, even if no deal is reached soon over the bloc’s constitution, Italy’s prime minister said Tuesday. “Nobody can curb other members’ aspirations too much for too long,” Italian Prime Minister Romano Prodi told the European Parliament. “I believe we do not necessarily have to proceed all together at the same speed.” Full Story
