The U.S. envoy to North Korea’s nuclear talks said Saturday that a two-month-old disarmament plan lacks “momentum” as North Korea failed to meet a deadline for shutting down its main nuclear reactor and processing facility. “We don’t have a lot of momentum right now. That is for sure,” U.S. Assistant Secretary of State Christopher Hill told reporters before meeting his Chinese counterpart, Wu Dawei.
