More than 1,100 people in Britain have been arrested as terror suspects since the Sept. 11 attacks, but less than half have been charged with any crime and only 40 have been convicted of terrorism, according to government figures released Monday. The Home Office said 1,166 people were arrested for terrorism-related offenses between Sept. 11, 2001 and Dec. 31, 2006.
