A judge agreed Friday with a jury’s finding that negligence by the Port Authority of New York and New Jersey was in large part responsible for the 1993 terrorist bombing of the World Trade Center. State Supreme Court Justice Nicholas Figueroa’s ruling denied the Port Authority’s motion to vacate the verdict, which found the agency 68 percent liable and the Islamic extremists who carried out the attack 32 percent liable.
