Colombia’s National Liberation Army, the country’s second largest rebel group, plans to start a fifth round of talks aimed at reaching a peace deal with President Alvaro Uribe’s government at the end of this month, its chief negotiator said on Monday. The National Liberation Army, known as ELN, has so far failed to reach an accord during talks in Cuba after the two sides disagreed over a possible cease-fire to end the four-decade conflict.
