President Gloria Macapagal-Arroyo on Tuesday ordered a broader, inter-agency investigation into the involvement of state security forces in the unabated killing of activists and journalists in the country. Arroyo’s order to the justice and defense departments and the Commission on Human Rights to form a joint fact-finding body “to delve deeper into the matter of involvement of military personnel in unexplained killings, file the corresponding charges against, and prosecute the culpable parties” came after she received the report of a special commission she had created to investigate the bloodshed that human rights groups say has claimed the lives of more than 800 people since 2001.
