John Reid is drawing up radical plans to split the Home Office into two separate Whitehall departments, one dealing with national security and the other with the justice system. The controversial proposal follows the Home Secretary’s “fundamental review” of his overstretched, crisis-hit empire, which he has condemned as “not fit for purpose.” A new “national security department” would oversee the fight against terrorism and other “public protection” functions such as the police.
