Police reinforced security at several Puerto Rican schools Tuesday and students rode buses rather than walked because of a surge in homicides that has the island’s governor considering deploying National Guard troops. There were 46 homicides in the U.S. Caribbean territory during the first 15 days of 2007, almost double the number during the same period last year, according to police.
