The chief of Israel’s influential Herzliya center for strategic studies has sounded out Syrian officials on a peace plan based on exchanges of territory involving either Lebanon or Jordan. “I approached the Syrians and when I presented certain people with the general outlines of the plan based on exchanges of territory, the outlines were not categorically rejected,” director Uzi Arad told the Maariv daily on Monday.
