Puerto Rico’s governor said Friday he may activate the National Guard to halt a surge in killings that has claimed 41 lives in the first 12 days of the year. The most recent murders came Friday when a witness to an earlier slaying was shot to death while driving in a San Juan suburb, police said. Another person with him was also killed.
