Lawmakers from France’s governing party booed Prime Minister Dominique de Villepin during a raucous meeting Tuesday — two days after he publicly rebuffed leading presidential hopeful Nicolas Sarkozy. Villepin said Sunday he would not cast a ballot in the conservative Union for a Popular Movement party, or UMP, internal primary.
