Chancellor of the Exchequer Gordon Brown has pledged a new style of government should he take over as prime minister from Tony Blair as expected later this year. In his first interview sketching out his priorities in such depth, Brown said he wanted a “new settlement” giving more power to people and to parliament and branded a top-down approach as useless for tackling the problems of the coming decade.
