The U.N. agency for Palestinian refugees on Tuesday made its largest aid appeal ever, saying $246 million was needed next year to help Palestinians in a “deep, unprecedented crisis” because of escalating violence and economic sanctions. International donors have refused to give money to the Palestinian government because Hamas has not recognized Israel and has refused to renounce violence since sweeping legislative elections in January.
