Indian newspapers have rejoiced after the US House of Representatives passed landmark legislation allowing the export of civilian nuclear technology to India for the first time in 30 years. “It’s a done deal,” read the bold headline on the front page of the Times of India, declaring the main hurdles to the passage of the deal had been crossed. The legislation reconciled separate bills adopted by the House and Senate aimed at implementing a nuclear agreement between Indian Prime Minister Manmohan Singh and President George W.
