TURKEY’S faltering application to join the European Union suffered a damaging setback yesterday with the collapse of talks aimed at resolving a key dispute with Cyprus. Finland, which holds the EU presidency, said it had given up trying to find an agreement on opening Turkey’s ports and resuming trade with Cyprus – an EU member that Turkey refuses to recognise.
