India, Pakistan resume peace talks as car bomb rocks Kashmir

Nuclear-armed India and Pakistan have resumed peace talks with alleged Pakistan-sponsored terrorism high on the agenda as a car bomb exploded in revolt-hit Indian Kashmir, injuring 16 people.
