SOUTH Korean President Roh Moo-hyun has vowed to maintain two cross-border projects that have earned NorthKorea almost $US1 billion ($1.3billion), making the pledge despite the “intolerable provocation” of Pyongyang’s nuclear test. In an address on the state of the nation to parliament yesterday, Mr Roh defended his “sunshine policy” of engagement with the North, which has come in for strong US-led criticism since the October9 atom bomb test.
