The head of Ecuador’s electoral commission on Tuesday defended his organization against allegations that the breakdown of an electronic vote-counting system in weekend balloting amounted to fraud. Rafael Correa, a leftist candidate who is heading into a presidential runoff, has alleged the Sunday computer crash was not a technical failure but part of a scheme to cost him votes.
