The United Nations called for the former East Timor premier Mari Alkatiri and a series of senior government and security force members to be criminally investigated, in an eagerly awaited report into the violence that rocked the country earlier this year. The report, drafted at the request of the government, also said events leading to the bloodshed in which 37 people died in April and May could largely be explained by the frailty of the young nation’s institutions.
