The chief prosecutor of the Yugoslav war crimes tribunal Monday accused Serbia of making no effort to catch top suspect Radko Mladic, despite the European Union’s insistence that the fugitive general’s capture is vital to that nation’s membership ambitions. Mladic has been at large since his 1995 indictment in connection with the massacre of about 8,000 Muslim men and boys in Srebrenica during the war in Serbia’s neighbor, Bosnia.
