The United Nations Security Council has nominated South Korean Foreign Minister Ban Ki-Moon as its choice to succeed Kofi Annan as UN secretary general, the council’s president for the month announced. The announcement by Japan’s UN envoy Kenzo Oshima, however, was overshadowed by North Korea’s first nuclear weapons test which Oshima called “a very serious matter” and “a threat to international peace and security in the region.” Full Story
