The United States on Monday strongly urged Russia and Georgia to “lower the rhetoric” after a spying furor and offered Washington’s help to resolve long-standing conflicts such as in South Ossetia and Abkhazia. Earlier on Monday, Georgia released four Russian soldiers it had accused of spying. But Russia ignored international appeals for a similar goodwill gesture and said it would cut air, sea and land links with its ex-Soviet neighbor. Full Story
