Splits emerged between African leaders on Thursday over how to reunite war-divided Ivory Coast and French President Jacques Chirac said the former French colony was in a “disastrous” state. The West African country has been split into a rebel-held north and a government-controlled south since a brief 2002-2003 civil war and presidential elections already postponed by a year are now certain not to be held before an Oct. 31 deadline.
