The top court in the Netherlands on Friday blocked the extradition to Turkey of a leader of the rebel Kurdistan Workers’ Party (PKK), Nusriye Kesbir. The supreme court, ruling on a request from the justice ministry, said that Kesbir faced being tortured if handed over to Turkey. “Kesbir cannot be extradited to Turkey,” the Hague-based court said on its website Friday.
