The second key suspect in a failed plot to bomb two German trains turned himself in to the police in Lebanon today, heartening German authorities in a murky case that has unnerved this country and prompted a debate over the government’s antiterrorism policies. The suspect, Jihad Hamad, a 20-year-old Lebanese man, surrendered and was arrested in Tripoli, in northern Lebanon, after Lebanese authorities contacted his family, German officials said. Full Story
