Two weeks ago, Shazad Khuram Ali seemed despondent, so much so that it was almost palpable to one of his neighbors, who was struck by his sudden downcast gaze and strained face. Wilbur Pires thought that the usually cheerful Mr. Ali might have encountered financial troubles in his used-car business, a small venture he had been running out of his two houses here, despite complaints from other nearby residents.
