Calming fears of a deadlock in peace efforts, the interim government of Nepal and Maoist rebels agreed Wednesday on a formula to sequester military and rebel forces during coming elections. The agreement, spelled out in separate letters submitted by the sides to a United Nations official in the capital, Katmandu, effectively affirms the Maoists’ longstanding demand: equal treatment for members of the Nepalese Army and the rebel People’s Liberation Army.
