A car bomb killed 10 people in Iraq’s second largest city Basra and the government imposed a curfew in the capital after Shi’ite militias clashed with Iraqi and U.S. forces in central Baghdad. The Basra blast came despite a state of emergency declared last month by new Prime Minister Nuri al-Maliki, who has vowed to end militia violence in the increasingly volatile southern city.
