The Pentagon announced Tuesday that it planned to send 21,000 troops to Iraq in the next rotation of forces. That would keep the American presence at current levels into next year, unless the security situation improved. Senior military officials said that the announcement of units to be deployed between August and January could change, depending on conditions in Iraq, and that so-called off ramps for the troops bound for Iraq were still under discussion.
