A survey of more than 1,000 law enforcement actions on the subway system in Moscow found that people who appeared non-Slavic were 20 times more likely to be stopped by the police than those who looked like Slavs. The results were announced by the Open Society Justice Initiative and Jurix, a private organization, and they denounced what they called an institutionalized practice of racial profiling.
