The four states along the border with Mexico will have 2,500 National Guard troops on border duty by the end of the month, Arizona Gov. Janet Napolitano said. Napolitano met with federal Homeland Security and National Guard officials Friday morning, and said she was told all 6,000 troops planned under President Bush’s plan to beef up border security will be deployed by Aug. 1.
