The bird flu fight being waged across Africa, Asia and Europe is draining the cash and human resources of international agencies, which may have to abandon some programs unless donor countries honor their funding promises. The World Organization for Animal Health and United Nations agencies, including the Food and Agriculture and World Health Organizations, said they have received less than half the $1.9 billion pledged by donors at a conference in Beijing in January.
