Burundi’s only hold-out rebel group began talks with the government Monday in an effort to end the central African country’s 12-year civil war. Tanzania’s President Jakaya Kikwete told delegates that the conflict can only be resolved by Burundians and that other countries “can only facilitate such dialogue,” presidential spokeswoman Maura Mwingira told The Associated Press.
