President George W. Bush said on Tuesday formation of Iraq’s unity government had opened a “new chapter” in U.S. relations, and Washington and Baghdad will conduct an assessment of U.S. troop levels needed there. Bush’s comment came as the White House announced the top U.S. ally on Iraq, British Prime Minister Tony Blair, was coming to the White House for talks and a joint news conference with Bush on Thursday.
