A Canadian federal court ordered the release on bail on Tuesday of an Algerian man it had earlier found to have lied about being part of Osama bin Laden’s al Qaeda network. The suspect, Mohamed Harkat, had been held in prison since 2002 on the grounds that he was a threat to national security. He was held under a national security certificate and never formally charged. But Federal Court Justice Eleanor Dawson ruled that he could be safely freed under a set of conditions, including the wearing of an electronic bracelet and using a home phone line that the Canadian security authorities could monitor.
