The EU is considering a plan to resume aid to the Palestinians by sending funds to the office of the president, bypassing the Hamas-led government. Under a European Commission proposal, money for specific basic services such as health and education, could be sent to Mahmoud Abbas’s office. The commission’s report said the plan might “avert or delay” a collapse of the Palestinian Authority (PA). Direct aid to the authority was cut off following Hamas’ election victory. Full Story
