Secretary-General Kofi Annan urged the 191 U.N. member states to agree on a global strategy to combat terrorism and said a top priority must be coming up with new ideas to prevent terrorists from using biological weapons. While advances in biotechnology hold the promise of eliminating infectious diseases, they can also “bring incalculable harm if put to destructive use by those who seek to develop designer diseases and pathogens,” Annan told the General Assembly on Tuesday.
