Fiscal conservatives are claiming at least some momentum as a massive bill for the Iraq war and further hurricane relief for the Gulf Coast heads toward a final Senate vote next week. Not only has President Bush vowed to veto any bill exceeding his requests, but conservatives finally won a vote pitting them against the powerful Appropriations Committee.
