Senate Republican leaders say they have the votes to back up President Bush’s vow to veto a $106.5 billion emergency spending measure for Iraq and further hurricane relief for the Gulf Coast if it’s not cut back. But they’ll have to wait for House-Senate negotiations next month to actually make the cuts.
