Nepal’s communist rebels pledged Thursday to halt attacks for three months to give the Himalayan country a chance for peace as a new government takes over in the wake of bloody protests that forced the king to reinstate parliament. The announcement eased a key burden on the new government a day before parliament was scheduled to reconvene in the capital, Katmandu.
