Japanese and South Korean negotiators raced to avert a clash Thursday over a set of disputed islets in the Sea of Japan, as Seoul accused Tokyo of neocolonial ambitions and warned of a possible high seas confrontation. Some 20 South Korean gunboats had been dispatched to the area in anticipation of the arrival of Japanese ships planning to survey the resource-rich waters near the islands, which are occupied by South Korea but claimed by Japan.
