A Taliban leader, Jalaluldin Haqqani, warned Afghans not to work with the government or the Afghan army and “occupation forces” in an audio recording released on Al-Jazeera television. “We warn all those who work with the porous government, in the national army, with the occupation forces or in the adminsitrative system, to refrain from doing so,” he said in the recording described by the Qatar-based channel as the first by the Taliban chief since the fall of the Taliban in 2001.
