Ehud Olmert, Israel’s prime minister-designate, decided on Tuesday to refrain from military action against the Hamas-led Palestinian government but blamed it for Monday’s suicide bombing that killed nine people, for which Islamic Jihad claimed responsibility. Mr Olmert held a two-hour meeting with security chiefs and decided to revoke the Jerusalem residency rights of three Hamas lawmakers and tighten already strict controls on Palestinians’ movement in the West Bank.
